ABSTRACT

Democracy has been tried to be defined and explained with numerous concepts from the very beginning until today, thus every desired or applied management system has come to the forefront as a model of democracy. Numerous democracy rhetoric has inevitably led to the watered-down version of the concept and loss of its essence. Whether it is regarded as a political regime or a governing form of organization, democracy is a phenomenon that requires actual and verbal participation of members, stakeholders and citizens etc. in the simplest and most obvious way. Therefore, if democracy is participatory, it could be an expression of an understanding that allows equal sharing of power or decision-making authority. With this consideration in mind, this study tries to explain what a participatory democracy should really imply, what kind of meaning and significance it attributes to participation, to what key factors it refers in order to make itself possible in this context and transform itself into a concrete concept without any sustainability problem.
